Replacement of Taxes by IBS and CBS<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A reforma unifica cinco tributos em dois principais: o IBS e o CBS.<\/strong> O IBS \u00e9 de compet\u00eancia compartilhada entre estados, munic\u00edpios e o Distrito Federal, enquanto o CBS \u00e9 federal. Com isso, a estrutura tribut\u00e1ria deixa de fazer distin\u00e7\u00e3o entre bens e servi\u00e7os, facilitando o c\u00e1lculo e a aplica\u00e7\u00e3o dos impostos e reduzindo a burocracia fiscal. No plano inicial, que segue para aprova\u00e7\u00e3o presidencial, <strong>o CBS deve substituir PIS, COFINS e IPI, enquanto o IBS dever\u00e1 substituir o ICMS e ISS.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. Taxation at the Place of Consumption<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Another innovation of the reform is the <strong>redirection of taxes to the<\/strong> <strong>place where the good is consumed, not where it is produced<\/strong>.
